    It seems to me that some object or (combination thereof) with equal but opposite momentum may be required to dislodge it....

    It's not a momentum when stationary i.e. it's still a force, but that's just details. The force that needs to dislodge it = vertical and horizontal resisting force. As explained in the MoA particle it's a bit tricky when digging it out because of increased velocity of the water between the hull and the bank, which causes a loss of pressure ... and back it goes towards the bank.

    I'd hazard a guess - they may be able to dislodge it by 'jetting' the sand bank, whilst 2 tugboats are holding it in horizontal position, one each end, so it doesn't rotate in plan.

    Thereafter, the ship can move on its own power (apparently it is still operable).

    The alternative option was to reduce the vertical force by removing the cargo, which would take forever.

    Btw, your Peppa pig cartoon analogy has some similarity with the case, but one needs to remember that it needs just the right number of little piggies to overcome the frictional force, which is more than just equalising the weight (read vertical force) of Pepa.
