Why? It is possible that the welding video was for the entrances/exits that were in the areas that were not controlled. In other words I noted manned barriers used in front of the buildings. There could have been another exit etc. on the back which they didn't want residents to use (because it is not controlled). I am skeptical of the social media content that is not verified etc. Meanwhile, I found the article about African (Nigerian) people disturbing and racist. It is entirely possible that a some Chinese are racists and this goes someway to prove the point. I doubt that it would be an official line at the higher level.
