I'm no authority, I just read the ONS website (we can argue about how reliable the ONS is if you like) - why, are you the authority? I'd want some more convincing sources than you usually produce to accept that. In Uk we count the deaths where doctors put covid as a cause of death and where covid is just mentioned on the cert - as I've said before I find it a bit puzzling why they don't just say the former category in the headline number, but the difference would be small anyway (generally ~10% I think) - certainly not enough to justify a 'covid is fake' conspiracy theory. Maybe the 28 days thing is somehow to deal with that difference, I don't know, but you and I can just look at the lower number of people for who the doctor diagnosed covid as the direct cause of death - it's still huge.
