At the time (40s/50s/60s) the cut-outs were 'philanthropic' rich Ivy League-type individuals who 'donated' the funds that were passed on to them by CIA and funneled it to where it was needed. There was a slight 'hiccup' when McCarthy started taking apart the Hollywood 'left' in the 50s since he interfered with this CIA project. He was told to back off in some cases and the rest is history. They've been updating their playbook and honing their manipulative skills ever since.
