Dunno, even that would just enable it to go ahead, just in a slightly more regulated, slightly less destructive way. This really needs to be banned outright before it can get properly started. We all know how likely that is to happen though... It'll be a gold rush if the market incentives are there, a smash & grab with damage that will last 'forever on human timescales'. Reminds me of geology and how often it has worked hand in hand with oil companies and other extractive industries, with any other discoveries and leaps in understanding secondary to that primary role (probably simplifying things here a little!)
