-They won't even tax the fuel they use presently merely because its the transport of choice for the middle classes who prefer to fly and it therefore must be given a huge hidden subsidy. ( UK's is apparently £9 billion as Air Passenger Duty doesn't take into account actual fuel usage.) Of course the US has so utterly neglected alternative infrastructures such as rail so they now depend on flying to get them anywhere.
