More likely to be some gangsters trying to off someone. The terrorist link is apparently the hospital's proximity to the war memorial which is a massive reach. If it is a "terror factory" plot it's somewhat unusual in that there's a group involved. Clearly it would be interesting to know who may have been in the hospital, or who might have been going to visit them; it seems the device went off too soon so presumably the target was inside or was the hospital itself. Does seem fishy. I'd bet on some kind of o.c. feud without more evidence.
