Don't know about the political situation in Austria specifically, but it wouldn't surprise me if the govt was stoking tensions deliberately - it seems the default for controlling popular discontent, divide & rule etc. Wouldn't know about responses from the GBD perspective as it's not one I share. They might not like the choice but they do have that choice.' - not much of a choice if they face coercive measures for not making the 'right' one, according to Those Who Know Best. I agree it's different from being born with black skin or to an Arab/non-Jewish family in Israel, and I wouldn't want to cheapen their suffering, but the word 'apartheid' seems apt to me to describe policies that divide populations into layers of privilege & discrimination.
