So yes, this is unnecessarily upping the ante, and should have been avoided if his true humane concern was for the folk in the Donbass, and his soldiers, many of whom may have to bleed to death in the snow, unnecessarily. Two wrongs don't make a right. There is no vital urgency to secure a better security arrangement for Russia. I did detect a shifting of the absolutism in NATO, that door will be slammed shut.
