The concept of "worthy and unworthy victims" is from the book Manufacturing Consent not The Washington Connection.

The only mention of "worthy victims" in the latter is

"Those who paid close attention to the U.S. slaughter of Cambodians in 1969-1971 would have had no reason to be surprised by the intensive bombing of heavily populated areas in a last-ditch effort to delay the collapse of the U.S.-backed regime three years later. This was simply a minor variant of a policy, consistently pursued in Cambodia, which President Nixon called “the Nixon doctrine in its purest form.” Nor should the slight concern of the U.S. media with the disappearance of “peaceful and delightful villages [and human beings]...beneath the bombs and napalm” from 1969 (and even earlier ), in contrast with the intense preoccupation over the plight of Cambodians after the fall of Phnom Penh to the Khmer Rouge, surprise anyone who follows the principles of mass media selection of worthy victims". (My emphasis).

That's it. No further elaboration, no footnote. Nothing. And no mention of "unworthy victims".

Whereas the entirety of Chapter 2 of Manufacturing Consent is given over to "Worthy and Unworthy Victims".
