Even then we're told for example that the NSA received THREE times the budget-funding of the CIA..

And recall that Tony Scott(Ridley's bolder more subversive brother) who directed "Enemy of the State"(G.Hackman, Will Smith) died in very mysterious circumstances in 2012. Tony Scott ostensibly "committed suicide" in broad daylight by climbing up a bridge in Los Angeles and throwing himself off into the river below. Scott's "suicide" reminds me of the mysterious MK Ultra-linked death of a real-life "enemy of the state" Frank Olson who (was) famously "jumped" from a hotel window under the influence of LSD in 1953.
Wikipedia is good on both Tony Scott and Frank Olson. As for Ridley Scott - he'd never make an un-American movie like "Enemy of the State" - so he'll probably live/survive to a ripe old age. But even Ridley Scott is quoted in Wikipedia as saying that his brother's death was "inexplicable".
