Thanks T, fair point However i feel that 'getting things in perspective' in relation to a proposal like this is an approach that can be gamed by the elite. Namely via a steady but incremental advance toward a pre-determined goal. If this initiative is part of a broader agenda, then that context should be ever present not removed. Administrative questions then become political questions and the motivations and characteristics of the advocates become highly relevant.
