Your suggestion seems reasonable, if a tad radical. However, I think one could argue that those decendents have already been 'paid back'. For example, in the United States and the UK, where the opportunities available, not least in terms of welfare and education, compared to what's available in many African countries, are substantial and real. It's a miserable fact that the average black Americna has a higher standard of living, despite massive and structural inequalities, than the average African, today. For example, one doesn't see millions of black Americans moving to Africa, 'going home', but millions of Africans would love to move to the United States.
