MacGregor is from the libertarian/right where isolationism is a virtue; isolationism as opposed to actually being anti-war. Caveat emptor and all that. As to Mexico, the last (or last but one I forget) government had very close ties to the Sinaloa cartel (El Chapo's mob) and had basically made a deal with them to "ease off" on policing them and to step up the attacks on their rivals (in exchange for massive gobs of dosh mostly and for not being attacked/kidnapped, etc.). The "War of Drugs" is of course a sham but it's history in Mexico is really disturbing and there is an unreal amount of corruption that naturally comes with the insane amounts of money sloshing around the drug trade. The cartels are also of course involved in people smuggling but their main concern is keeping the gear flowing up North and the dollars flowing back South (and killing anyone that interferes with that). MacG's immigration fantasies are his right side peeking out. Lots of Fentanyl gets produced in China and packaged/mixed into other products in Mexico then exported to the US but any conspiracy to flood America with immigrants is not happening. "The Dope" by Benjamin T Smith is a good history of the mexican drug trade (I can sort you a copy if you want to read it).
