I have a clear memory of a US general -- maybe Haig -- saying on film c.1985 that 'There are even contingency plans in the NATO doctrines that allow the use of a nuclear weapon for purely demonstrative purposes -- to signal to the enemy that he had crossed the boundary of what was acceptable'. Caused a rumpus at the time. I'd be interested to see how accurately I've remembered that. M.
