I think you're referring to the "Hague Invasion Act" which allows the US to undertake military action to 'rescue' any of its citizens who find themselves at the ICC. Luckily (for it) the ICC knows what 'rules' apply to it in the 'Rules-based Order" - only black Africans and Serbians ever face the court.
The real sting of this decision is that it makes it hugely difficult for Putin to travel outside Russia because he can be snatched from literally anywhere and transported to the Hague. A number of Serbians were effectively kidnapped - several dying in the process - in this way. If those behind this gesture can get indictments against Lavrov much Russian diplomacy could be severely curtailed.
