We know it because Merkel admitted the Minsk agreements were a fraud designed to buy time for Ukraine’s arms build-up and indeed so did Ex-French President Francois Hollande. Zelensky likewise admitted he had absolutely no intention of implementing them. Further diplomacy was destined to fail because Ukraine and Europe were acting in bad faith and had determined it would do so. I don't understand why Roberts doesn't know this: its all been openly admitted. Putin made the call because he thought that if they wouldn't listen to words it would have to be deeds. That nearly worked until Boris flew in to promise the earth if Zelensky took up the baton for war instead of reaching an accommodation with Russia. Alas he chose the baton.
