"Deeply troubled" translates as "annoyed as we now have to explain why we won't do a ####ing thing about this".

Palestinians condemn move and Washington calls for return to dialogue amid Israeli plans to give go-ahead to 4,560 housing units in occupied territory

The United States says it is “deeply troubled” by the Israeli government’s tabling of plans to approve thousands of building permits in the occupied West Bank and has called on Israel to return to dialogue aimed at de-escalation.

The plans for approval of 4,560 housing units in various areas of the West Bank were included on the agenda of Israel’s Supreme Planning Council that meets next week, although only 1,332 are up for final approval, with the remainder still going through the preliminary clearance process.

“We will continue to develop the settlement of and strengthen the Israeli hold on the territory,” said finance minister, Bezalel Smotrich, who also holds a defence portfolio that gives him a leading role in West Bank administration.

Most countries deem the settlements, built on land captured by Israel in 1967 as illegal. Their presence is one of the fundamental issues in the Israeli-Palestinian conflict.

"Most countries" = everyone except Israel

"deem" = actually that old International Law that we're always banging on about says so but meh, "deem" makes it sound like these countries are just randomly deciding on it.

    Disgusting as usual.

Meanwhile, they don't seem too troubled about this:

    https://www.theguardian.com/world/2023/jun/19/sraeli-forces-helicopter-raid-jenin-west-bank-palestinians-killed

Israeli forces have killed three Palestinians including a teenager and fired missiles from a helicopter during a raid on the occupied West Bank the army said was to pursue “wanted suspects”.

“Three Palestinians died as a result of the occupation (Israeli) aggression on Jenin,” the Palestinian health ministry said, adding that at least 29 others were wounded.

It named the three who died as Qassam Abu Saria, 29, Khaled Assassa, 21 and Ahmed Saqer, 15.

The Israeli army said a “massive exchange of fire” erupted as forces entered the northern West Bank city to arrest “wanted suspects”.

It's those dastardly erupting exchanged of fire that just suddenly occur when the IDF are shooting and bombing people.

For it to be an exchange you would think the Palestinians would have to have Appache attack helicopter too thouguh, no?
