A selection of the following aspects perhaps: 1* a religious element: general denigration, negative superstition, inference of backwardness vis a vis " modernity" 2* a genetic/ racial element: nefariousness, inferred inferiority, 3* a "behavioural" element: attributed malign motive and untrustworthiness, posited active grand scheming historical conspiracys and extension in the present era, seditious nature vis a vis "normal society", simultaneous remedialness and exceptionality etc 4* genocide/ ethnic cleansing element: evidence of pervaßive and historical attempted genocides and part genocides/ ethnic cleansing 5* a restricting, sequestering, banning or destruction of said groups cultural legacy, contribution, 6* a financial/ trade element : exclusions from trade, expropriation of capital and wealth 7* a right of reply element: restricting ar sequestering of right to reply, group voice etc 8* a legal element: unequal access to and treatment by law and statute 9* a propaganda element: mass media mischaracterisation and encouragement of internalisation by " host " population. 10* a travel element? 11* language element : repression of language use by members of group in a particular polity/ies, displacement of language from system: from alphabet itself through official documents to street and town names all the way down. 12* forgot 13* etc Maybe you could think of some more, and a useful anti-cirillicisn checklist could be born. I'd wager there will be multiple instances of many the above 13 elements evidenced in mediaand elite policy over the last 18 months with all of them being ticked off as we go back further in time.
