Rumsfeld was in overall command of the military on 9-11 with Bush out of action. I guess the commander of the worlds most powerful military normally wanders around picking up wreckage when the nation is under unprecedented attack rather than moving to a secure location and taking his place at the top of the chain of command. 'Bush administration officials, however, didn’t encourage any focus whatsoever on U.S. petro-ally Saudi Arabia, the country from which 15 of the 19 September 11th hijackers came. (None were Afghans.)' There was a massive and highly informative focus on them by the FBI and CIA, the bumbling bear accidentally dropped multiple spanners in the works and then accidently concealed all the evidence for 20 years.
