"The answer to child poverty, ultimately, is not simply about handouts, it is about a social security safety net, that also acts as a springboard that helps people into work and with good work that makes the cost of living affordable for everyone.” -The instant give-away literally is that disparaging term "Handouts" which preframes a a derogatory charity topic: "it's about beggars" and softens the listeners up when someone wants to cut poor peoples benefits...then Streating moves on to the mixed metaphorlands of disembleville: where..."nets" suddenly become "springboards"...and where the distressed beggars are not merely caught from falling but indeed hoisted forth in an inspiring upwards trajectory towards "work" "work". -As has been pointed out many times, more money is an obvious incentive for the wealthy...but incentivising the poor always requires the money be taken away from them. -One wonders where this well known divide appears in the psychological literature.
