Once seats are apportioned, who decides the pecking order of representatives to actually fill those seats?
Not sure. One of the problems no doubt. I don't have much to compare it with, being immersed in the UK politics, which is is purely FPTP (US being similar, exception being that a party is choosing the presidential candidate as with Dems in the US, .. Sanders comes to mind). Hence, it is purely presidential. Unlike the attempts of proportional representation in Europe, in some countries.
But .. who chooses the pecking order is an interesting concept I'll cling to until I find out more.
