According to Statista 25% of UK population is disabled : https://www.statista.com/statistics/449271/disability-prevalence-region-united-kingdom-uk/ Not sure if my critical thinking is up to scratch this late, but doesn't that mean 60.1*0.25=15.2 million (England and Wales).
