Well that's the point. They have dealt directly with the issue by effectively penalising families for even reaching near the replacement level.
As I see it the only reason you might do this whilst at the same time encouraging massive immigration is a preference for an instant population sector that you don't have to pay to educate and have less in the way of domicile rights than those born here. That kind of insecurity results in cheaper competition for jobs.
