privatisation plans for the NHS date back at least to Thatcher's first
term. Central Policy Review Staff documents from 1982 proposed introducing
education vouchers, ending state funding of higher education, freezing welfare
benefits and an insurance-based health service. In fact, the original version
went further and suggested compulsory charges for schooling alongside "a drastic
reduction in resources going to the public sector" and full-cost university
tuition fees. With regards to the NHS, it stated that, "It is therefore worth
considering aiming over a period to end the state provision of healthcare for
the bulk of the population, so that medical facilities would be privately owned
and run, and those seeking healthcare would be required to pay for it".
