Odd title - I assume they mean "How could this long war have been prevented/ended much sooner

My assumption is that Putin himself and his military top brass believed it would be more or less Mission Accomplished in a month - like most leaders who're either forced into war or invent brazen lies(eg.WMD) to justify a war.
A few weeks of Shock & Awe - job done. Bush provided the blood-soaked blueprint and the short war precedent for others to delusionally emulate and believe in.

No, they refer to the West extending beyond Autumn at the latest and preventing an insurgency (nm)
