That was my thinking. Unipolarity at the moment means US world rule...of course with non US citizens being subject to US jurisdiction without correspondingly agreed "rights" ( for what that's worth: very little looking at the US Universities it seems) but rather to arbitrary colonial "law" or indeed political "decree" otherwise known as " Rules based order" ( see Assage for details.)
- The aim of "Multipolarity" in the present historical period can mean acceptance of any other world division whatsoever, but contains the obvious premise that no other state should be allowed such Unipolar control either.
There's just nothing in this article to illucidate what the author means: there's certainly no considerarion given to the above context at all which is crucial.
-I'm certainly not in favour of the state imprisoning it's detractors for thinking differently and certainly not on charges of being a "Foreign Agent" without the required proofs: especially financial ones or ties to foreign funded NGO's which as we have seen so often, are mere catspaws for state destabilising activities, so in the (apparent?) absence of these his imprisonment would seem like an overreaction, but there's a real issue understanding the context of what he's about and the above doesn't help clarify.
