It's a longish article. A lot to digest. My knee-jerk reaction at the beginning of the particle:
Commendable from the Civil Service to rebel .. let's see if it has legs. And by the by, I like this term of 'performative aid' which was taken apart by the author during Nepal earthquake emergency.
Secondly, I was made aware that a lot of aid was actually taken up for military purposes. I've run out of steam to identify the passage/s, but the military chunk is extremely substantial, from memory.
