that's not correct - no-one's geogengineering our weather, except by emitting greenhouse gases .....

Geo-engineering has to my knowledge never been attempted anywhere, at least apart from some experiments. I think there's a CO2 removal facility in Iceland. No-one is seeding clouds, nor installing high albedo reflective installations on land, though places where people are required to paint the roofs of their houses white is a sort of local attempt to do this. Planting forests, biofuels, would not normally be called "geoengineering", This commentator merely provides some very generalised hypotheticals.
