Why hasn't Russia/China/Iran paid for Syrian Army's salaries? Syria had no funds and a their generals were getting paid $40 a month.

Was it that difficult to work out that if an ordinary Idlib jihadi was getting paid $2000 a month there just may be a case for corruption in the Syrian Army?

Apparently Russia offered to pay the Army etc. tied in with a commercial deal but Assad refused (no evidence, but logical speculation). China ditto (evidence being Chinese delegation visiting Damascus with no results). It looks like Assad just could be the culprit. Currently in Moscow at the mo ..

Perhaps Assad was damned if he did, damned if he didn't? By resisting he maintained Syrian sovereignty but sabotaged the contemporary chances of the regime's survival.
