such that the courts, prisons and police could not cope with the numbers being arrested. Arrested and held, indeed, because in order to increase the pressure from that of the previous action where people were processed at the side of the road, the action was now escalated so that people could not be so lightly sent home as they were now witholding their details. Hence, creaking under the strain, the government would have to abandon its policy.
