It appears Putin was never the principled and straight talker in private diplomatic contacts as he was made out to be and appeared to be in public.I wonder if those in the Security Council outside Putin,s close Kremlin circle and in the military were less aware of these dealings(and how they will react to these revelations). I get the impression that Helmer seems to be none too impressed.
Russia was exceptionally weak at this time - at its very weakest. Putin played the hand he had, while manifestly rebuilding his country over the subsequent 20 yrs. Fortunately for Putin, stupid reactionary Americans are only really capable of reacting when it is essentially too late. I would wager Putin was aware of this, provided Russia was rebuilt in extreme stealth. In the words of Orlov: A country masquerading as a gas station.
