Off-guardian on Iran's inability to hit the right targets in 2025

Haven't read off-guardian in a while so not sure what their output is like lately but what do yous make of this article, "How the the 12 day war accelorated Israel's redevelopment agedna"? There's a lot in there...I just had a skim over it and it's suggesting there was some sort of 'gentleman's agreement' between the warring parties over targeting last year. Epcerpt:

In the months leading up to the June 2025 missile strikes, Tel Aviv authorities quietly revised local urban renewal laws. A key provision allowed developers to rebuild structures that had been damaged or destroyed in conflict—this time, with expanded building rights. The changes weren’t incidental.
They were passed before any strikes occurred, enabling “emergency” redevelopment that would bypass typical zoning restrictions.
Off-guardian is as we all know, somewhat prone to taking a conspiracy theory out for an overlong walk. Haven't read this one yet, but I reckon its true that the hits on Israel haven't really been any more that a smattering.
I reckon the real reason for this though is that the missiles effective at that distance and against Israeli defences are pretty expensive and available in very limited quantities. The strategy to hit the Yanqui gulf bases much harder & more effectively was probably equally determined by this criterion as it was by strategic choice: the shorter range missiles and drones being much cheaper and more freely available to hit these closer targets.
The missiles and munitions they have dropped though, have likely had a massively adverse effect on the Israeli economy which you can see in the death of Israeli tourism and the double passport brigade fleeing the country.
The idea that theres an Iran-Israel Real Estate scam going on...would seem profoundly shallow.
