The 'Blown Away' feature is primarily about UK and USA broadcasting operations in violation of law. If a remote nation allowed such a venture to go ahead off their shores, it would face another set of legal circumstances.
The days when UK offshore broadcasting could slip into a 'grey' legal area ended in 1967, and when the new 1990 UK broadcasting law came into effect, it absorbed all of the various addendums and court rulings, and consequently a 'blackout' was created for anyone attempting to transmit from a marine location without permission of government.
This especially ruled out the possibility of broadcasting from offshore to the UK or USA without being prosecuted for engaging in a criminal enterprise, and the real possibility that the vessel or structure would also be seized by a police-military action.
Genie Baskir had a big hand in preventing both Weiner and Bates from attempting to start new offshore stations, and the knock-on effect of bringing the days of 'Ross Revenge' transmissions to a halt. Her reason for doing so was because she had become a victim of financial fraud conducted in the name of those two entities and the people behind them.
If an individual tried to break this legal barrier today, it would depend upon the cost to the State of bringing that person to trial, against the cost of damage that they are creating to legal undertakings, and both the time and money spent, and the threat to life if force is used to stop them.
