The cutoff is 3 p.m. (CT) on the Monday after an NFL Draft.
For those a little less familiar with compensatory picks, the NFL's Collective Bargaining Agreement uses a formula (covered in depth here by overthecap.com) that accounts for teams' gains and losses in free agency and then assigns picks in the third-through-seventh rounds of the following year's draft.
Teams with the greatest net losses in free agency receive higher compensatory picks. The calculation is not a quantity-only adjustment. It has to do with average yearly financial compensation, honors and game participation.
The Vikings are projected right now to receive a third-round pick for Cousins' departure to Atlanta, but that is the only one forecasted to Minnesota by overthecap.com.

So thats where I misspoke. I forgot about the cutoff date, which has now passed ( monday). That means the data for comp pick awards is locked in.
Over the cap has projected these awarded picks for nearly a decade now. Theyre pretty much spot on every year.
It appears almost certainty, the vikes will receieve that 1st comp pick at the end of round 3. I stated that pick as being #97- simple math, 3 rounds x 32 picks = 96 picks to complete the 3 rounds of traditional picks. The 1st round comp picks are available is at the end of round 3.
There's a couple changes that could occur.
1- the falcons are penalized a pick in 1st 3 rounds for tampering. Without any compensation to the vikings to balance the penalty. There would only be 95 picks through 3 rounds. The Eagles/Giants situation concerning possible tampering in the Saquan Barkleys signing could change the # of picks as well. Maybe the 1st 3 rounds are reduced to 94?
2. I assumed the vikes comp pick would be the very 1st. Some other teams could be awarded comp picks in front of the vikings. Over the cap has 5, 3rd selections projected for round 3. In addition to Mn., Miami is projected for 2 ,rnd 3 comps, while SF & LAR are each projected to receive 1.
If this projection comes to fruition. The viking pick would be somewhere from #95- #102...
