I agree with you Peter, It is very rare that I change a tyre that is still legal, most are like the ones in your photos and are only changed when they won't hold air any longer.
Something I have mentioned before is the fact that most people today do not have a fear of being caught by the police - It costs my son and daughter around £900 each per year to tax, test, insure and maintain a cheap car but I quite often see court reports in our local paper where the fine for no tax, test or insurance is usually less than £300 - not exactly a deterrent113
