My neighbors don't seem wiling to let me know when I can let Charlie out when the puppies are in their shed area or in their caged area.

If they are allowed to run free I can't let Charlie out at all as the puppies are now focused on him and attack the fence on their side.

I am not sure what to do. They won't talk to me about it. I may have Play spy t in order to let him out when J&W are not home. And the Puppies are either in their shed or in the crated area.

Wish me luck or rather wish Charlie luck. He has his broken hip and is absolutely insane over the puppies when they argue or mom snaps at them.
