Local authorities up here just don't give planning approval for any changes that would increase the load on surface water drains - and have been doing for some time.
Several years ago my brother dug out his front garden to make 2 off road parking spaces due to ongoing on-street parking problems. Council requirements were as above - he had to have something designed that allowed the water that fell on the new surface to drain away naturally & not add to surface water drainage - IIRC he had a large soak-away with drains that diverted the water into it, but there were alternative solutions like perforated paving. Only "taxation" was the council requirement to use their "approved" contractor to install the dropped kerb at a substatially higher price than an independant contractor would charge, but the dropped kerb is a requirement to be able to legally access an off road parking area that involves crossing a pavement.
