Mandatory Gov targets are forcing electric car sales, or at least blocking petrol & diesel sales to get the target met - it's a percentage of sales.
Exactly the same tactic as Gov used to prevent ethanol-free petrol sales - they charge oilco 11p per litre for all sales of no ethanol petrol!
Norton had £20m Gov money to develop electric bikes & a former MP said BSA had £4m for their electric project, as Gov effectively blocked BSA building a petrol bike in Birmingham.
I've not independently verified any of this as it induces a severe case of CBA.
