I do understand schools closing, it's usually because the buses are off. Most school buses are private hire these days and the companies quickly agree amongst themselves not to run country routes. Having worked at a rural school surrounded by steep hills I'd say that's a good call.

Not all schools shut in snow though. I once road my A50 to school, bring pelted with snowballs on the way! And below was the last time I went in in decent snow - a 17 mile ride, all on disused railway path, which I felt was significantly safer than driving. The trains were off too. To be honest the ride was an absolute delight, silent and solitary. As half the staff couldn't get in the school was eventually shut and I had another peaceful ride home.
