I admit a "friend of mine" (ahem) once got a MOT without the bike being inspected.

Local VW dealer lost his MoT station status + large fines + all the testers had licences revoked when a VOSA inspector turned up to see a car that had been logged onto the system and found it to be parked up not being tested. Dealership closed not long afterwards.

I used to have quite a casual relationship with my local motorcycle MoT tester - taking a bike in for test was more of a social event than a chore, but they knew I wouldn't take a bike in if it wasn't fit to pass. Still checked them, but never found anything I had missed or overlooked. Didn't have any kind of axe to grind trying to fail bikes to get work either, as they only tested and didn't have a repair workshop - main business was actually a boat chandlers !

Sadly the elderly proprietor didn't reopen after Covid.
