'They' don't know your number. 'They' use the tower your phone is connected to. When an alert is triggered, all towers in the area will broadcast the alert.
Ah, thanks jimmy. I'm not sure if that would work for my 20 yr old Doro PAYG non-Smart (only does texts and calls) mobile phone because I assume that it only connects to the tower when I'm actually making or receiving a text or a call.
