Mike, the rainwater is discharged int the pavement area. Vehicle washing water is just splashed around outside in the road. There is no toilet as he goes in the next garage. These large lock up units have a strange history being over 100 years old coach houses and lorry parking. The gas Company say there is no gas on the property yet there is a large gas main and tap which is live. No water bill has ever been raised as there is no water main. Originally, the rainwater would have been in a soakaway in the field behind the unit but when a new road was built. All rainwater now falls on the pavement from the gutter on all 20 buildings, he uses bottled water to drink.
There are no actual drains on the property, just the new road drain system built in 1980s over his soakaway. Maybe this roadway should have kept his soakaway clear but planning was a bit lax back then. As soon as the new lorry road was built, that year, lorries stopped operating at the docks so it was never used for its intended purpose. There are now 3 roads running parallel towards the docks.
Strictly speaking, he should pay for discharging water onto the pavement now which would be the sewer charges but the water company just leaves it alone with it having no water main and history of soakaway which was destroyed during road building.
