Of the 10-12 cars 69's I've parted over the years , I've only seen a couple that did not . Upside down stamping is usually easily seen once the heater box is removed .

I can't remember the plant for one of them, but my Doraville GA built 69 did not have one on the firewall , but did have it on the frame
