You say all the dates are correct but if it's a replacement block, they can't be. Start with the casting number. It should be 3916321. Usually you got a later block/casting number with a CE. Heads should be 3917215. Often, if the block was warranted, the original heads were re-used if not damaged. You need to find the block casting number, casting date.
