I gotta go with Ron, doesn't look good. If the quarters are that bad, the bottoms of the front fenders are likely rotted as well along with trunk pans, rear body supports and possible floor pans. $20K is way too rich for a car that needs that amount of attention. In a retail setting, that is likely north of $10K just to restore the body.
