I arrived at ZLO yesterday, asked, and was told to go to immigration before checking in. He stamped my passport and sent me on my way. In the check-in line,a woman checked my Passport and asked for my immigration form. Other people in line had one, but I did not. She found where my Passport was stamped and let me continue.
Another couple from La Manzailla, also Residentes Permanentes and on the same flight, had gone directly to the ticket counter and had their Passports stamped there. They didn't get the INE form either.
We may be confused about departure protocols at ZLO, but the people working there apparently are none the less so.
On a positive note, there was no blue form to fill out and present at US Customs.
