Yeah, you can, there is no structure from the Wairoa bar, south to the first creek towards Waihua. It is all open. Although I would suggest Blucks pitt road or whakaki would be a better option at the moment. Fishing has been slow, but most contiki's have got 2-3 fish a set, snapper and gurnard wise.

So yeah, to answer your question, no snags, you will be fine.
