I recieved a communication from John Bruce of the Bay View Police and Revenue Collection regards this very matter.
He (John Bruce) states in his Police Watch Column that Mr Plod is taking a more serious approach to the use of Quad bikes on beaches, due to the recent publicity around deaths/accidents on said vehicles.(Even though most accidents are on farms)
Mr Plod points out that to "ride a quad bike or motorcycle in a public place or any public road (such as a beach or campiing ground) you must have a drivers licence.
Also according to Mr Quad Plod you must also ensure that...
Your quad is registered
Your quad should be of WOF standard.
That you are wearing an approved helmet.
Failure to provide any of these will result in an infringement notice as the Government has to present a healthy surplus prior to the election.
So there you have it, a beach is apparently a road.
