I have a theory (which probably wont work, but what the hell)
Burley bombs to attract a lot of baitfish.
Get your livey's out then keep catching a heap of liveys and snip of the tail fin and throw them back in.
They won't be able to go far and 10 or 20 crippled baitfish swimming around has gotta ring a bigger dinner bell than just two!
